DWRS Cost Reporting
Randomly selected for cost reporting this year? Miss the deadline and DHS stops payment — not a fine, a full hold.
The Disability Waiver Rates System (DWRS) is how Minnesota sets rates for disability waiver services, and DHS periodically selects enrolled provider agencies at random to complete cost reporting. Once selected, participation isn't optional — Minn. Stat. § 256B.4914, subd. 10a directs DHS to run this cost review, and every DWRS provider selected must report.
What has to be reported: cost information for a completed fiscal year — staff wages, facility costs, and other administrative costs tied to DWRS service delivery — for a fiscal year that ended no more than 18 months before you submit. It's filed through the DWRS Cost Reporting System under an authorized agent account DHS creates for your agency; only that authorized agent can actually submit the report, though they can add other staff as provider users to help assemble it.
Miss the deadline and the consequence isn't a correction order — it's stop payment for services. That's a materially harder problem to unwind than a late filing fee.
